    Summary

    The Justice and Mental Health Collaboration Program (JMHCP) supports cross-system collaboration to improve public safety responses and outcomes for individuals with mental illnesses (MI) or co-occurring mental illness and substance abuse (CMISA) who come into contact with the justice system. This program supports public safety efforts through partnerships with social services and other organizations that will enhance responses to people with MI and CMISA.


    JMHCP offers grants to help entities prepare, create, or expand comprehensive plans to implement collaboration programs that target preliminarily qualified individuals and promote public safety and public health for people with MHDs and MHSUDs who come in contact with the justice system. Specifically, per the authorizing statute, grants awarded under this program shall be used to:

    • Enhance, expand, and operate mental health drop-off crisis stabilization treatment centers that provide 24/7 support for law enforcement, criminal justice agencies, and people who come in contact with the CJ system. These centers can provide, but are not limited to, the following services: screening and assessment, crisis care, residential treatment, assisted outpatient mental health treatment, primary healthcare services, telehealth, competency restoration, community transition, and other supports such as connections to housing.
    • Increase the community's workforce capacity for certified mental health peer support specialists and increase the availability of wraparound services to support people with MHDs or MHSUDs.
    • Build or expand capacity to identify, treat, and support the recovery of individuals at the intersection of justice and mental health at the state, tribal, and local levels. 
    • Build or expand existing justice and mental health collaboration programs across people and places at any point in the criminal justice system—such as jails, courts, and prosecutors—as well as community supervision and/or capacity building for criminal justice professionals to target individuals with MHDs (including people with TBI and PTSD) or MHSUDs at risk of recidivism.     Additional Information

    For the purposes of the FY24 solicitation, the program will focus on pretrial, prosecution, courts, probation/parole, and addressing the needs directly related to the criminal activity of adults with mental health conditions, living in homelessness or marginalized communities with minimal access to treatment, needing wrap around services, in the criminal justice system and leaving incarceration.

  • Eligibility Details

    Eligible applicants are states, units of local government, federally recognized Indian tribes, and public and state institutions of higher education. BJA will only accept applications that demonstrate the proposed project will be administered jointly by an agency with responsibility for criminal or juvenile justice activities and a mental health agency.

    Deadline Details

    Applicants are to submit the SF-424 and the SF-LLL in Grants.gov by May 9, 2024. The full application is to be submitted in JustGrants by May 14, 2024 by 8:59 PM ET. A similar timeline is anticipated annually.

    Award Details

    Up to $13,750,000 is available in FY 2024. BJA expects to make up to 25 awards. Individual award amounts vary up to $550,000. Project period is up to 36 months beginning on October 1, 2023. This solicitation requires a 20 percent cash and/or in-kind match in years one (1) and two (2) and a 40 percent cash and/or in-kind match in year three (3).
