Summary
Each year, Congress sets aside funds within the Capital Fund appropriation to fund emergencies and natural disasters. Congress typically appropriates this funding for assistance to public housing agencies for emergency capital needs including safety and security measures necessary to address crime and drug-related activity as well as needs resulting from unforeseen or unpreventable emergencies and natural disasters excluding presidentially-declared disasters occurring in the current fiscal year.
Funding must be used for items that address an emergency capital need. In FY 2023, these eligible expenses include:
- Items that address the threat to safety posed by crime and drug-related activity
- Security systems/cameras including digital video recorders and secure WiFi transmission of video signal
- Fencing
- Lighting systems
- Emergency alarm systems
- Window bars
- Deadbolt locks
- Doors
- Salaries for maintenance staff that is being utilized for Emergency Safety and Security grant eligible activities
- Items that address the threat to health and safety posed by the presence of carbon monoxide and/or fire
- Carbon Monoxide Alarm
- Carbon Monoxide Detector
- Smoke/Heat Alarm
- Smoke/Heat Detector

Additional Information
Ineligible expenses include, but are not limited to:
- Any equipment that is purchased, leased, or contracted for security that is produced by the Huawei Technologies Company, ZTE Corporation, Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company (or any subsidiary or affiliate of such entities)
- Patrol cars
- Salaries for PHA security staff
- Automated surveillance and facial recognition technology
- Security Patrol Contracts or payment to local law enforcement for additional security or purchase of equipment for local police
- Administrative expenses
- Transferring emergency safety and security funding to Operations
- Ongoing monitoring fees for security equipment/systems (i.e., gunshot detection system monitoring, security alarm system monitoring) and ongoing service or maintenance contracts for emergency safety and security related equipment or systems
Eligibility Details
Eligibility is limited to public housing agencies (PHAs). HUD will only accept one emergency safety and security application per PHA, per federal fiscal year. A PHA is ineligible to receive funding if it has previously received safety and security funding for the same development or developments for which the funds are currently being requested.
Deadline Details
Applications are to be submitted by March 27, 2024. A similar deadline is anticipated annually.
NOTE: If there are more eligible applications than set-aside funding, a lottery will be held to determine which applications are funded. If there is any set-aside money remaining after all on-time eligible applications are awarded, any applications received after the due date will be considered on a first-come, first-serve basis. Eligible applications will be funded until the set aside is exhausted.
Award Details
In FY24, HUD expects to fund $10 million in grants through this program. Although the Consolidated Appropriations Act for 2024 has not been enacted yet, in past years, not less than $10 million has been set aside for necessary safety and security measures to address crime and drug-related activity, fire safety, and the threat of carbon monoxide poisoning in public housing. It is anticipated that $10 million will become available in FY24. Funding will become available once the FY24 Appropriations Act is passed.
Individual projects may be up to $250,000. Cost sharing/matching is not required.
