    Summary

    The purpose of the SAVAF program is to (1) establish, maintain, or expand dedicated rape crisis centers, (2) enhance services provided by existing rape crisis centers, and (3) develop, implement, and expand trauma informed sexual assault services to victims of sexual assault. The SAVAF program aims to provide a comprehensive statewide response for victims of sexual assault. Please be aware that newly developed programs must be operational, or show substantial progress towards becoming operational within 90 days.
    Priority Areas for SAVAF include:
    • Support rape crisis centers in providing direct intervention and related assistance to victims of sexual assault, including 24 hour response to accompany victims to hospitals or clinics.
    • Retain core services for victims of sexual assault. This includes services through the life span of the victim. Core services can include but are not limited to:
      • 24 hour crisis intervention/crisis lines;
      • Information and referral;
      • Support groups for victims;
      • Medical and legal advocacy; and
      • Counseling/therapy services

    Ineligible activities and cost items include, but are not limited to the following:
    • Indirect Administrative costs over 10%;
    • Direct monetary funds given to the client such as cash, gift cards or checks written to the client;
    • SAVAF funds may not be used to pay for food and beverages with the exception of food and beverages for the sexual assault victim;
    • Lobbying and/or fundraising;
    • Purchase of Real Estate;
    • Construction;
    • Physical Modification to buildings, including minor renovations (such as painting or carpeting);
    • Calculation and reimbursement for mileage, per diem, and lodging cannot exceed state rates. Check with the Indiana Department of Administration at www.in.gov/idoa;
    • Vehicle Purchase;
    • Activities related to prevention services;
    • Needs assessments, surveys, studies; and
    • Perpetrator rehabilitation/counseling

    Additional Information

    All programs need to provide the following information:
    1. Number of contacts with victims of sexual violence broken out by gender and age
    2. How victims were served (number of victims provided services through crisis intervention, crisis hotlines, support groups and other services):
      • Number of hotline crisis calls;
      • Individual counseling hours broken out by age and gender; and
      • Group session counseling hours broken out by age and gender
    3. The number of acute medical or forensic medical services provided
    4. The number of legal advocacy meetings held
    5. The number of meetings held with victims for information and referral.
    6. If the agency is a residential sexual assault provider, how many victims are in shelter because of sexual assault within a domestic violence relationship?

    All developing/newly formed programs must answer the following, in addition to the previous:
    1. Please provide a written narrative, with specific examples of achievements/progress that has been completed in the last quarter.
    2. Were victims served within the last 3 months? If so, how many? If not what is the anticipated date that services to victims will begin?
    3. What further is needed for your agency to begin serving victims, if not already doing so?
    4. Were any staff members hired during this quarter? What will their responsibilities be?
    5. Describe what work your agency has done with the Indiana Coalition to End Sexual Assault.

  • Eligibility Details

    Eligible applicants are:
    • Nonprofit, nongovernmental rape crisis centers;
    • Governmental entity rape crisis centers. In the case of a governmental entity, the entity may not be part of the criminal justice system (such as a law enforcement agency) and must be able to offer a comparable level of confidentiality as a nonprofit entity that provides similar victim services; and
    • Other state, local public, and nonprofit agencies, such as mental health or counseling centers or other programs that have staff specifically trained to serve victims of sexual assault

    Applications must be electronically submitted via Egrants by 11:59 PM Eastern Standard Time (EST) on May 11, 2016.

    Award Details

    Approximately $1,000,000 is anticipated to be available in total funding. Award amounts vary. Awards will last up to 1 year.
