    Summary

    The Kevin and Avonte Program: Reducing Injury and Death of Missing Individuals with Dementia and Developmental Disabilities Program supports local efforts to address the safety of individuals with forms of dementia or developmental disabilities by providing grants to health care agencies, law enforcement and other public safety agencies, and nonprofit organizations that (1) implement locative technologies to track missing individuals, and/or (2) develop or operate programs to prevent wandering, increase individuals' safety, and facilitate rescue. 


    Applicants should propose solutions that are the least restrictive and intrusive that directly benefit and support individuals, and families of individuals, with forms of dementia, such as Alzheimer's disease, or developmental disabilities, such as autism, who are likely to wander. 


    • Category 1 supports health care agencies, law enforcement and other public safety agencies, and nonprofit organizations to develop comprehensive approaches designed to prevent and respond effectively to the wandering of individuals with forms of dementia, such as Alzheimer's disease, or children with developmental disabilities, such as autism. 
    • Category 2 supports health care agencies, law enforcement, and other public safety agencies to purchase tracking technology designed to locate and recover individuals with forms of dementia, such as Alzheimer's disease, or children with developmental disabilities, such as autism, in the event they wander from safe environments. 

    Goals 

    The goal of the program is to support local jurisdictions' efforts to reduce the number of deaths and injuries of individuals with forms of dementia, such as Alzheimer's disease, or developmental disabilities, such as autism, who, due to their condition, wander from safe environments, through the implementation of proactive programs and the acquisition of locative technology. 

    Objectives 

    Category 1: The objective is to design, establish, or operate comprehensive, locally-based, proactive programs to locate or prevent the wandering of individuals with forms of dementia, such as Alzheimer's disease, or developmental disabilities, such as autism, who, due to their condition, wander from safe environments. 

    Category 2: The objective is to purchase, develop, or implement locally-based tracking technology for individuals with forms of dementia, such as Alzheimer's disease, or developmental disabilities, such as autism, who, due to their condition, wander from safe environments. 

     

    History of Funding

    Up to $2,700,000 was available in 2023 for 18 awards (9 awards in each category).

    Additional Information

     The use of BJA grant funds for unmanned aircraft systems (UAS), including unmanned aircraft vehicles (UAV), and all accompanying accessories to support UAS or UAV, is unallowable

    Eligible Applicants:

    The following entities are eligible to apply for Category 1:

    • Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
    • Public- and state-controlled institutions of higher education
    • Private institutions of higher education
    • Other: Health care agencies; state or local law enforcement, tribal law enforcement, or other public safety agencies

    The following entities are eligible to apply for Category 2:

    • Native American tribal governments (federally recognized)
    • Public- and state-controlled institutions of higher education
    • Private institutions of higher education
    • Other: Health care agencies; state or local law enforcement, tribal law enforcement, or other public safety agencies

    Deadline Details

    The SF-424 and the SF-LLL are to be submitted to Grants.gov by July 18, 2024, at 8:59 PM EST. Full applications must be submitted to JustGrants by July 25, 2024, at 8:59 PM EST.

    Award Details

    Up to $2,700,000 is available in 2024 for 18 awards (9 awards in each category). Individual awards may be up to $150,000 each. Cost sharing/matching is not required. Project periods across both categories may extend up to 36 months, beginning October 1, 2024.
