    Summary

    The Emergency Management Performance Grant (EMPG) Program is one of the grant programs that constitute DHS/FEMA's focus on all-hazards emergency preparedness, including the evolving threats and risks associated with climate change.


    The goal is to provide funds to assist state, local, tribal, and territorial emergency management agencies to implement the National Preparedness System (NPS) and to support the National Preparedness Goal (the Goal) of a secure and resilient nation.


    The 2022-2026 FEMA Strategic Plan outlines a bold vision and three ambitious goals designed to address key challenges the agency faces during a pivotal moment in the field of emergency management. Wide-ranging and long-term, the goals defined in the plan respond to the changing landscape in which we find ourselves. The goals to meet this challenge are:

    • Goal 1 - Instill Equity as a Foundation of Emergency Management
    • Goal 2 - Lead Whole of Community in Climate Resilience
    • Goal 3 - Promote and Sustain a Ready FEMA and Prepared Nation

    Allowable costs include:

    • Planning
    • Organization
    • Equipment - Allowable equipment includes equipment from the following AEL categories: 
      • Personal Protective Equipment (Category 1);
      • Information Technology (Category 4);
      • Cybersecurity Enhancement Equipment (Category 5);
      • Interoperable Communications Equipment (Category 6);
      • Detection Equipment (Category 7);
      • Power Equipment (Category 10);
      • Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) Reference Materials (Category 11); 
      • CBRNE Incident Response Vehicles (Category 12);
      • Physical Security Enhancement Equipment (Category 14);
      • CBRNE Logistical Support Equipment (Category 19); and 
      • Other Authorized Equipment (Category 21).
    • Training and Exercises
    • Travel
    • Construction and Renovation
    • Acquisition or Leasing of Real Property
    • Operational Overtime
    • Whole Community Preparedness
    • Maintenance and Sustainment

    In North Carolina, the North Carolina Department of Public Safety is responsible for coordinating state and federal resources to assist local government in response and relief activities in the event of an emergency or disaster. 

     

    History of Funding

    The FY23 allocation to the state of North Carolina was $9,427,823

    The FY22 allocation to the state of North Carolina was $10,608,297. 

    The FY21 allocation to the state of North Carolina was $9,442,218.

    Additional Information

    Grant funds may not be used for the following: 

    • Grant funds must comply with FEMA Policy and may not be used for the purchase of firearms, ammunition, grenade launchers, bayonets, or weaponized aircraft, vessels, or vehicles of any kind with weapons installed; 
    • Expenditures for weapons systems and ammunition;
    • Costs associated with hiring, equipping, training, etc. sworn public safety officers whose primary job responsibilities include fulfilling traditional public safety duties such as law enforcement, firefighting, emergency medical services, or other first responder duties; 
    • Costs that supplant traditional public safety positions and responsibilities; 
    • Activities and projects unrelated to the completion and implementation of the EMPG Program; or
    • Clothing used for everyday wear by emergency management employees or other personnel. 

    Recipients should consult with their Regional EMPG Program Manager prior to making any investment that does not clearly meet the allowable expense criteria established in the NOFO and the Preparedness Grants Manual.

  • Eligibility Details

    The North Carolina Department of Public Safety is the only eligible entity eligible to apply to FEMA for EMPG funds. Funds are then allocated to county emergency management agencies and local municipalities in North Carolina.

    Deadline Details

    The Department of Public Safety is to submit an application to FEMA by June 24, 2024. Local applications were to be submitted by December 31, 2023. Similar deadlines are anticipated annually.

    Award Details

    The FY24 allocation to the state of North Carolina is $8,533,378. Grants are awarded directly to the State. Funds are then allocated to emergency management agencies and local jurisdictions. At least 80% of the funds awarded under EMPG must be obligated to local government units within 45 days of the acceptance of the grant award. Awards will last for 36 months. Cost sharing/matching of 50% is required.
