The NSGP provides funding support for target hardening and other physical security enhancements to nonprofit organizations that are at high risk of a terrorist attack. The program seeks to integrate the preparedness activities of nonprofit organizations with broader state and local preparedness efforts. The NSGP also serves to promote emergency preparedness coordination and collaboration activities between public and private community representatives as well as state and local government agencies.
To advance considerations of equity in awarding NSGP grant funding, FEMA will add 10 points to the scores of organizations that are located within a disadvantaged community and demonstrate how they serve a disadvantaged community or population.
Allowable costs include contract security, as well as planning, equipment, training, and exercises. Below are some examples:

Funding will be split across two applicant groups:
Nonprofit organizations with one site may apply for up to $150,000 for that site. Sub-applicants with multiple sites may apply for up to $150,000 per site, for up to three sites, for a maximum of $450,000 per sub-applicant. Cost sharing/matching is not required.
