The U.S. Army Research Office (ARO) is the Department of the Army's corporate laboratory and sole fundamental research laboratory. The ARO is focused exclusively on extramural basic research, and is responsible for the vast majority of Army Research Lab's (ARL) extramural research programs and funding.
Proposals are expected to be for cutting-edge innovative research that could produce discoveries that would have a significant impact on enabling new and improved Army operational capabilities and related technologies. In FY 2021, the ARL BAA identified the following topics for scientific research
The specific research areas and topics of interest described above should be viewed as suggestive, rather than limiting. ARO is always interested in considering new innovative research concepts of relevance to the Army.

Applicants must first submit a whitepaper to the appropriate TPOC. Whitepapers should present the effort in sufficient detail to allow evaluation of the concept's scientific merit and its potential contributions of the effort to the Army mission. Based on assessment of the whitepapers, feedback will be provided to the proposers to encourage or discourage them from submitting a full proposal.
Eligible applicants are institutions of higher education, nonprofit organizations, state and local governments, foreign organizations, foreign public entities, and for-profit organizations (i.e. large and small businesses).
Applications will be accepted at any time through March 31, 2022. Applicants are strongly encouraged to contact the appropriate Technical Point of Contact (TPOC) prior to expending extensive effort in preparing a proposal. Up to 1000 awards are expected to be made. Award amounts vary based on scope and size of project. Anticipated awards will be made in the form of contracts, grants, cooperative agreements, technology investment agreements (TIAs), or other transactions for prototypes (OTAs). Generally, there is no requirement for cost sharing, matching, or cost participation to be eligible for award under this BAA.
